The purpose of the EITI value chain analysis is to increase understanding of the scope of available information and assist countries in identifying key issues that need to be addressed in order to comply with the EITI requirements and establish an EITI process linked to national priorities and government policies.

Commenting on the EITI 2013 standard requirement, Mr Weate said that the work plan must reflect the result of consultations with key stakeholders and set the EITI implementation objectives that are linked to the EITI principles and reflect national priorities for the extractive industries to increase the comprehensiveness of EITI reporting and public understanding of revenues while encouraging high standards of transparency and accountability in public life, government operations and business.
This, he said will help to address any potential capacity constraints in government agencies and identify the need to address any potential legal or regulatory obstacles to EITI implementation.
The Chief Of Staff in the Office of the President Mr Saidu Conton Sesay expressed the need for government and the Multi Stakeholder Group to take a closer look at the requirement of compliance.
Giving an update on the country’s progress on the EITI process, the Acting National Coordinator SLEITI Madam Mina Horace said the secretariat was able to meet the unmet requirements through the 2011 report adding that they were also requested to produce the 2014 and 2015 report against December in 2013 making 2013 a very busy year, she said. She continued that after Sierra Leone’s suspension was lifted on 26th April 2014, the secretariat was given other conditions by the EITI Board among others to ensure SLEITI the EITI was in sync with national priorities and mandated to publish the 2012 report and also to produce 2013 activity report which the secretariat did.
For the 2013 report, she said, meaningful deliberations in the value chain workshop will be determined whether to be incorporated in the said report in terms of reference, saying that the report should be produced with the new standard EITI rules. She disclosed that the evaluation process for 2012 is completed.
Moving forward on working on the 2015 priorities, she said SLEITI is to publish the 2015 activity report, update the 2014/15 work plan to reflect national priorities. Mrs Cecilia Mattia as member of the MSG expressed concerns over mining companies evading taxes which she said these companies normally did under the guise of change of name after every five years.
governance expert stated that government is required to commit to working with civil society and companies, creating the enabling environment for civil society participation and for them to substantively engage among others in the EITI process. He stated that members of the Multi Stakeholder Group (MSG) should have the capacity to carry out their duties and undertake effective outreach activities with civil society groups and companies.
