Head of Government of Tunisia, Habib Essid yesterday painted a grim picture of the overall state of the country, confirming the difficulties and concerns repeated at will by his predecessors. Much stuck to his diagnosis of reality, as the solutions he advocated were below expectations and hopes.

In his first address to the people, his second speech after his speech to the Assembly of People's Representatives, the tenant of the Kasbah could have done better on the form and substance. He could find more powerful words, to use a more direct and consistent style and depart platitudes and cliches better story raise public awareness of the seriousness of the stage.

Today, no one denies that Tunisia through a bad patch. With a critical security situation, a faltering economy and social tensions simmering. The head of government is that the repeat, with figures, referring to the decline in investment, persistent fiscal imbalances, the magnitude of the deficits, the plight of public companies, as well as social funds, rising inflation, high unemployment ... in short, all the economic indicators are red, amid a security situation "fragile", where terrorist threats loom again.

Faced with a situation as problematic and perilous, there is no better than a bailout for the country out of the rut. Provided that bears its name, it was not, alas, the case yesterday. If in security matters, the head of government presented as new idea, a policy already in place; economically, we were treated pell-mell to vague projections without quantifiable and measurable objectives, a supposed shift to the digital economy, green or solidarity ... ever heard of, and a simple wishful thinking.

Essid would further develop the content of its bailout, giving it an offensive, decisive and energetic, with regard to measures and actions to be implemented in order to mark the break as expected, with policies of the governments that have taken place since the revolution, based on improvisation, groping and management of temporary. Instead, the head of the government tried to run with the hare and cabbage, promising wage increases, while the coffers are empty, quite the opposite of what to do, in the opinion of experts and economists.

The head of government failed Monday night set a course, and exhibit a clear policy, with firm and feasible measures and targets. He confined himself to generalities and intentions. The fear is that it could do more, and that the country is in such a situation, his flexibility and his team is limited.

Tunisia today needs a recovery plan, and deep reforms. She can not stand on management in an emergency, the duty to respond daily to specific needs, as was the case since the day of 14 January.

Such a plan requires means that the state is not sure of yet. He needs a national commitment, involving the government, political parties, trade unions, national organizations, and the entire people. Everyone is now entitled to expect of the achievements and performance of the government, but we need everyone is willing, from his position, to roll up their sleeves to help the rescue operation, and bring his stone to the edifice. It is not seem to be the case, this is what undermines any desire to move forward and slows any momentum for change.

Public actors (government, political parties, national organizations and other trades ...) seem to evolve - and it was true for all these post-revolution years except the politically agreement phase silos, each with its own logic, regardless of that of the other. While they should operate on the principle of communicating vessels, with a pooling of actions, and a collective approach in the understanding of the problems and their resolution, with a main concern, that of saving the country from the stagnation and to preserve the supreme interest.

Everyone now seems to accommodate bad behaviors that spread in society with rampant rudeness and ambient laxity. Everyone complains simultaneously know the situation such degradation. Who is responsible? Who is at fault? All managers and all fault. As long as we do not try to change ourselves, the situation will not be ready to change. We can criticize the government for breakfast, lunch and dinner, it will hardly make things happen in the presence of this resignation, coupled with a corporatist self-centeredness.
